WY-ICARE is committed to the highest standards of integrity, accountability and transparency. This policy enables anyone — staff, volunteers, partners, beneficiaries, suppliers or members of the public — to report suspected fraud, corruption, safeguarding violations, abuse of authority or other misconduct without fear of retaliation.
It covers all WY-ICARE operations, programmes, partnerships and funding arrangements, including projects funded by institutional donors.
Reports may concern: financial fraud or misappropriation; bribery and kickbacks; falsification of beneficiary or impact data; safeguarding and PSEAH violations; conflicts of interest; procurement manipulation; or any breach of WY-ICARE policies, donor conditions or Nigerian law.
Disclosures made in good faith are protected even if the allegation is ultimately not substantiated. Deliberately false or malicious reports are not protected.
Reports may be made openly, in confidence, or anonymously. WY-ICARE protects the identity of reporters to the fullest extent permitted by law; anonymous reports are investigated on their merits using available evidence.
Reports marked confidential are restricted to the Executive Director, the Board Audit & Risk Committee Chair, and the investigating officer.
No person who makes a good-faith report, or who supports an investigation, shall suffer dismissal, demotion, harassment, exclusion or any other detrimental treatment. Retaliation is itself a disciplinary offence.
Any staff member who believes they have experienced retaliation should report it immediately; the retaliation claim will be investigated as a priority.
The Audit & Risk Committee oversees investigations, which are documented, evidence-based and completed within 30 days where practicable. Outcomes and corrective actions are recorded in the audit register and reported to the Board. Substantiated misconduct leads to disciplinary action, contract termination and/or referral to authorities.
